In order for the piano keyboard to respond in an even and predictable way the mechanism needs to be well regulated. This is achieved by a sequence of adjustments made on each note.
Regulating a piano mechanism is equivalent of tuning a car engine - everything is there but it will only work at maximum efficiency when all the adjustments have been made.
Wear of the piano mechanism will upset the regulating that was set in the initial production of the piano in the factory, so periodically the regulating measurements need to be reset.
